Education Other Than At School
What is EOTAS?
Education Other Than at School (EOTAS) is education arranged under Section 61 of the Children and Families Act 2014. It applies when a child or young person cannot attend a mainstream or special school and is no longer registered on a school roll, because a school setting cannot meet their needs or attendance at school is no longer suitable.
Under an EOTAS arrangement, education is delivered outside of a school environment through individually arranged provision. This may include one-to-one tuition at home or online.
The Local Authority (LA) has a statutory duty to secure suitable education for every child. Where no appropriate school placement is available, or where education in a school setting would be unsuitable, the LA may agree to arrange and fund an EOTAS package

EOTAS may be a temporary arrangement, for example while a child is awaiting a new school placement. However, it can also be a long-term solution where it is clear that no suitable school placement can be identified.
Parents who believe that EOTAS would be appropriate for their child may formally request an EOTAS package from their Local Authority. This ensures that the child continues to receive education and support outside of a school setting and without being registered at a school, in line with their needs and legal entitlements.
